We will be updating this page periodically with information on how the COVID-19 outbreak is impacting your business, and also some helpful tips and tricks for working remotely during this time.

Current Important Updates/Information:

    Residential real estate now listed as an essential service:

    Today, the U.S. Department of Homeland Security Cybersecurity and Infrastructure Security Agency (CISA) updated its list of essential services during the coronavirus (COVID-19) crisis and expressly included residential real estate. Since Governor Newsom’s March 4, 2020 order incorporates this list, the order now includes residential and commercial real estate, including settlement services, as essential services in California. However, if a city or county has an order with a more restrictive standard regarding what qualifies as an essential service, or more restrictions on activities, those guidelines will still govern the activities of a licensee. EDCAR is reviewing the El Dorado County Directive, and members should wait to hear from EDCAR as to whether or not certain aspects of real estate services can continue in our county. We will update you after we discuss the guidelines with our legal team.



    2. The El Dorado County Association of Realtors is working on hosting virtual marketing meetings for our members. These virtual meetings will take place in lieu of our Wednesday Diamond Springs Tour Meetings, and our Thursday Cameron Park and Pollock Pines tour meetings. We will update you with information on how to participate in these meetings as soon as logistics are solidified.


    Congress passes $2 trillion stimulus plan; vital relief for REALTORS® included

    The $2 trillion package includes provisions that may assist our members through this crisis. C.A.R. worked with NAR to ensure these REALTOR®-supporting provisions remained in the final bill:


    Forgivable SBA Loans - Under the CARES Act, self-employed independent contractors may qualify for forgivable SBA loans. Under this program, borrowers who take out 7(a) SBA loans between February 15 and June 30 may be forgiven loan amounts for certain business expenses. C.A.R. urged Congress to include this provision; as independent contractors, REALTORS® do not have access to the safety net of unemployment benefits afforded to millions during this crisis.

    Pandemic Unemployment Assistance – Those persons not otherwise eligible for unemployment insurance, such as independent contractors, will be able to obtain unemployment assistance for up to 39 weeks.

    Direct Payments to Taxpayers – Individual taxpayers with adjusted gross annual incomes of up to $75,000 will receive a rebate check of $1,200 ($2,400 for married couples with gross annual incomes up to $150,000). An additional $500 may be given per child in the household. This rebate amount decreases for incomes above those amounts and is completely phased out for individual incomes exceeding $99,000 ($198,000 married).

    4. Temporary Feature – “Ask DRE Licensing” By Email - In addition to the public phone line, DRE is temporarily answering Licensing related questions by email at Ask.DRELicensing@dre.ca.gov.



    5. C.A.R. President Jeanne Radsick Gives an Update on Support for Your Transactions and Providing Relief


Relief for REALTORS® as Independent Contractors


As independent contractors REALTORS® do not have access to the safety net of
unemployment benefits afforded to millions of salaried and hourly workers.

On March 19th, C.A.R. sent a letter to the California Congressional Delegation to ask
Congress to include forgivable SBA loans for self-employed independent contractors in
the next bill providing economic stimulus and relief during the coronavirus crisis. Under
California’s order, real estate sales, rental leasing, and all the ancillary industries directly
involved in these activities will come to an immediate halt. An SBA loan, even with zero
interest rate, will do most independent contractors no good if they are unable to perform
their work to pay the loan back. CAR and NAR ask Congress for aid for REALTORS®

Additionally, thanks to the first round of stimulus (Coronavirus Preparedness and
Response Supplemental Appropriations Act, members can apply online for Economic
Injury Disaster Loans (EIDL) SBA Disaster Loan Assistance

Good news, we are still able to assist you during this time!


In order to comply with social distancing directives, and shelter in place orders due to COVID-19, EDCAR staff is currently working from home. All business inquiries should be directed to dwoodard@edcar.org or jrussell@edcar.org. You may also still call the Association at 530-676-0161 during normal business hours.

Our staff will do our best during this difficult time to provide you with the highest level of service we can possibly provide in these circumstances. We hope that everyone is understanding, and realizes that unforeseen events may restrict or delay services that we would normally provide very quickly.

C.A.R. Interim Coronavirus Addendum/Amendment

    The recent events surrounding the spread of the Covid-19 strain of the coronavirus has led to many questions about the continued enforceability of real estate contracts under the circumstances. Rather than risk an uncertain outcome in court or arbitration over such disputes, Buyers and Sellers may elect to address the unanswered issues contractually. This form allows parties to agree on a way forward for existing contracts and address potential issues in contracts that have not yet been formed. Click the link above for more information.

Virtual Meeting Assistance for Brokers / Office Managers

Insurance - Many insurance companies are able to operate remotely, and will continue to assist your clients during the pandemic. Check in with your preferred agent to see what services they offer, and how they can facilitate you virtually.

Mortgage & Loan - Many Mortgage & Loan companies are equipped with the tools and resources to help your clients close home loans during the pandemic. Multiple options are available to complete the process remotely, from online applications and e-verification, to uploading financial documents. In addition if notary options are unavailable, Remote Online Notary may be an option (Remote Online Notarization (RON) is not available in all states and certain loan types may not be eligible. Restrictions and limitations apply; please ask your lender for details)
